The federal government will be in charge of the master planning, home, and police departments. CDA will operate under the ICT government, along with all other institutions. There will be a chief secretary in place of the chief commissioner.

There will be an IG police, as suggested. A secretary will be in charge of each department. Through the chief secretary, the home, police, and master planning departments will answer to the federal government. Like Gilgit-Baltistan, the ICT government will enjoy total budgetary and administrative autonomy. It will create regulations to manage its operations.

The Islamabad Capital Territory Act 2025 will be passed in order to accomplish these goals. On the recommendation of the federal government, the president may make an order under Article 258 of the Constitution for interim management, as was done in GB Order 2018. In accordance with this, the Rules of Business 1973 will also be modified. Within a month, the proposed legal draft would be ready.

According to the committee report, the majority of the current ICT institutions will undergo restructuring, negating the necessity for a new funding arrangement. There will be two timetables for the ICT government. The federal government will control the home, police, and master planning departments, which are included in Schedule A. The 26 departments in Schedule B will be under the jurisdiction of the ICT government.
